Violence and crime negatively impact human development. Robberies and thefts, physical, sexual or psychological violence against women, and certainly homicide, disrupt life in society, deteriorate peaceful coexistence and undermine people’s capabilities, choices
and freedoms.
Insecurity is also the source of significant financial costs that reduce public spending by State institutions and increase private expenditures by citizens, who are concerned about ensuring their security. Moreover, insecurity causes irreparable costs to people’s lives and physical integrity.
