Informe sobre Desarrollo Humano para América Central 2009-2010

La seguridad ciudadana se ha convertido en una de las principales preocupaciones de la población en América Latina y el Caribe y constituye un obstáculo objetivo para el desarrollo humano sostenible. Las personas y comunidades ven restringidas sus opciones reales de vida y de organización debido a las amenazas contra la seguridad personal y patrimonial, así como contra bienes públicos fundamentales. Este Informe sobre Desarrollo Humano para América Central aborda esta problemática desde una perspectiva integral. El mensaje central del Informe es que el problema de la inseguridad ciudadana sí tiene solución y que dicha solución es viable. Las estrategias parciales que se basan en nociones exclusivamente coercitivas o preventivas, que no consideran además la coherencia con el sistema de justicia y con la estructura de valores de civilidad han fracasado. La mano dura y la mano blanda deben evolucionar hacia la mano inteligente y a una estrategia de seguridad ciudadana para el desarrollo humano.
